Plain language about what we collect, why we collect it, and the promise we make about who does and does not get to see it.
Effective Date: September 28, 2026 · Last Updated: September 28, 2026
The short version. We do not sell, trade, or otherwise transfer your personally identifiable information to outside parties. We never share your mobile phone number or your text-message consent with anyone for marketing or promotional purposes — not with other campaigns, not with political parties, not with vendors, not with anyone. You can leave our text list at any time by replying STOP.
This website, jesseforelpaso.com, is operated by Jesse For El Paso, the campaign committee supporting Jesus "Jesse" Moreno for El Paso City Council, District 6 (the "Campaign," "we," "us," or "our"). This Privacy Policy explains how we handle information collected through this website and through our text message program.
If you have questions about this policy, contact us at jesseforelpaso@gmail.com or (915) 247-2426.
We only collect information you choose to give us, plus basic technical data that every website receives automatically.
Contributions to the Campaign are processed by ActBlue, a separate organization, on its own platform. When you click "Donate," you leave this website. Any information you enter there is governed by ActBlue's privacy policy, not this one. We receive contributor information from ActBlue in order to meet our legal reporting obligations, described in Section 5 below.
We use the information you give us to run a campaign and to talk with the people we hope to represent. Specifically:
We do not use your information to build profiles for sale, and we do not run behavioral advertising off this website.
This section applies specifically to our text messaging and phone contact program and the information connected to it.
No mobile information will be shared with third parties or affiliates for marketing or promotional purposes. All of the categories of sharing described elsewhere in this policy exclude text messaging originator opt-in data and consent; this information will not be shared with any third parties.
When you check the consent box and submit your phone number, you give the Campaign your prior express consent to contact you on a recurring basis at that number about this campaign — by text message, by live, automated or prerecorded telephone call, and by email if you provided one. This includes messages sent using an automatic telephone dialing system. Consent is not a condition of making a contribution, volunteering, or receiving any other service from us.
Full terms for the text program are on our Terms & Conditions page.
We do not sell, trade, rent, or otherwise transfer to outside parties your personally identifiable information. We do not provide your name, phone number, email address, or ZIP code to other campaigns, political committees, party organizations, advocacy groups, data brokers, advertisers, or any other third party for their own promotional, marketing, or fundraising purposes. We do not trade or exchange lists.
There are exactly three narrow situations in which your information leaves our hands, and we want to name them plainly rather than bury them:
We use outside vendors to actually operate the campaign — for example, a website host, an email platform, and a text message platform. These providers only receive the information they need to perform that specific job for us. They act on our instructions, they are not permitted to use your information for their own purposes, and they are not permitted to sell it or share it onward. A vendor that delivers our text messages may process your phone number solely to deliver those messages, and for no other reason.
Texas election law requires political campaigns to publicly report information about people who contribute above certain thresholds, including name, address, and in some cases occupation and employer. If you contribute to the Campaign, we are legally obligated to disclose that information to the Texas Ethics Commission and the El Paso City Clerk, and those reports become public record. This is a legal requirement that applies to every campaign in Texas, and it is not something we control or can waive.
This reporting obligation applies only to contributions. Signing up for text messages, volunteering, or sending us a message is not a contribution and does not place your information in any public report. Your text opt-in data is never included in campaign finance filings.
We may disclose information if we are required to do so by law, subpoena, or court order, or where we believe in good faith that disclosure is necessary to protect the rights or physical safety of any person.
We keep the information you give us for the duration of the campaign and for any period afterward required by Texas record-keeping law. If you opt out of text messages, we retain a record of your phone number and your opt-out on a suppression list. This is deliberate: it is how we make sure you are not contacted again by mistake. That suppression record is used for no other purpose.
You may ask us to delete your information entirely by emailing jesseforelpaso@gmail.com. We will honor the request except where a record must be kept by law.
This website is served over an encrypted HTTPS connection. We limit access to the information we collect to campaign staff and volunteers who need it to do their work. No method of transmission or storage is perfectly secure, and we cannot guarantee absolute security, but we do not collect financial account information on this site at all — contributions are handled entirely by ActBlue.
This website is intended for adults. We do not knowingly collect personal information from children under 13. If you believe a child has given us information, contact us and we will delete it.
This site links to outside services including ActBlue, Google Forms, Instagram, and Facebook. Once you follow a link off this website, this Privacy Policy no longer applies, and the privacy practices of that service govern. We encourage you to read their policies.
If we change this Privacy Policy, we will post the revised version on this page and update the "Last Updated" date above. Material changes affecting how we handle your text message data will be communicated to subscribers before they take effect.
